I never thought I'd say this, but go to JC Whitneys website, and order the HD headlight and mounting bracket. The stock trim ring from the Savage light should fit it, allowing the use of the stock lens and bulb as well. Headlight shell is near infinitely adjustable with this type of bracket, as the bucket swivels like a mirror on a set screw equipped ball and socket, as well as swiveling in the mount itself. If you want fancier than a stock HD unit, check out Headwinds, but expect to pay at least a couple hundred dollars for the bucket.
As for the dog bone risers, they were originally intended for springer fork applications. The way you described is fine, but use stainless steel tubing of minimum 1/8" wall thickness if possible. Regular iron pipe will work also, as long as you paint it.
